The Competition Sponsor is the Ho Chi Minh City People's Committee and the Competition Organizer is the Investment and Construction Authority for the Thu Thiem New Urban Area (Thu Thiem ICA) under the auspices of the Ho Chi Minh City People's Committee. The Thu Thiem ICA is in charge of the design guidelines, investor reviews, infrastructure implementation, and general development oversight for the Thu Thiem New Urban Area.

Sasaki Associates, Inc. of Watertown, Massachusetts USA is the Competition Advisor. Sasaki is an interdisciplinary firm of 300 architects, landscape architects, urban designers, planners, interior designers, and engineers with offices in Watertown, MA and San Francisco, CA. Sasaki is the author of the approved 1:5000 and detailed 1:2000 scale Master Plans for the Thu Thiem New Urban Area, created for the Thu Thiem ICA and approved in 2005 by the HCMC People's Committee.
